SAFE’s signature educational tool is a fast-paced war game simulation that tests former public officials with a highly-realistic energy crisis.

Oil ShockWave is SAFE’s groundbreaking energy crisis simulation. This fast-paced exercise features a cutting-edge graphics package and sophisticated modeling delivered in a life-like environment. As former government officials and Cabinet members grapple with spiraling oil prices and geopolitical turmoil, they confront crucial lessons about the fragile nature of the global energy economy.

Since 2005, Oil ShockWave has been updated and introduced to audiences around the world. Former simulation participants have included: Defense Secretary Robert Gates, Treasury Secretaries Robert Rubin and Lawrence Summers, National Economic Council Director Gene Sperling, National Security Advisor Stephen Hadley, Council on Foreign Relations President Richard Haass, White House Press Secretaries Ari Fleischer, Michael McCurry and Joseph Lockhart, and former CIA Director James Woolsey. Venues have included the World Economic Forum in Davos, Switzerland; NATO Headquarters in Brussels, Belgium; the Aspen Strategy Group in Aspen, Colorado, and the National Summit on Energy Security in Washington, DC.

Oil Shockwave College Curriculum

In April 2008, in partnership with the Belfer Center for Science and International Affairs at the Harvard Kennedy School of Government, SAFE introduced Oil Shockwave College Curriculum, a box set containing all of the materials necessary for college and university professors to conduct Oil Shockwave in their classrooms. The college curriculum is giving the next generation of thought leaders and policymakers across the world the opportunity to step into the roles of high-level government officials as they attempt to grapple with the economic, military and geopolitical ramifications of a global oil crisis.
